Moses is someone whose experience in the field has allowed him to both advance through the ranks, and develop the respect of his men. A man of indeterminate age, due to both his long standing fitness regimen and the advances in anti-aging drugs that have almost become the norm in this time. Forrester is an imposing man, standing tall and strongly built with a cleanly shaven bald head, he commands his troops.
It was his experience that led to his being selected to train the first official Temporal Insertion Team (Story Arc 1) preparing them for the unusual circumstances that they were to find themselves in. Even given the 50% casualty rate that was the result, his experiences allowed him to fight for and develop his own command, the 1st Division, dedicated to the newly developing Temporal Insertions that were for some reason becoming more and more required to police the timeline and prevent the occurrence of the theorized Time Stream Split.
With the discovery of Nikolai Drakov and his developing insanity and crusade to destroy the timeline, Forrester was confronted with what he considered to be one of the great mistakes of his youth. His hesitancy as a young soldier had created this situation, and unfortunately when confronted with it initially he was unable to do what objectively needed to be done, leading to an ever escalating degree of danger from more devious and dangerous schemes.
Thus from that point on every life of every soldier that he sent on missions and into battle to try and resolve conflicts instigated by Drakov who ended up perishing rested heavily on his broad shoulders.
For all this however Forrester is a deeply honorable man, and this stance puts him directly at odds with the much more shady grey morals of those in the Network that he ended up opposing with his combining of the 1st Division and the T.I.A.. He respects those of his opponents that put forward an honest effort to fight for a cause that is just, and has a true difficulty with the Time War as it develops, but unfortunately is unable to see a way through other than continuing on the course that is set.
