A division of the Temporal Corps, this unit was founded after the events of the first story arc. With the rising occurrence of events threatening to create a Timestream Split, the theorized solution to the Grandfather Paradox that Dr. Mensinger put forward entailed a more hands on approach than had been utilized to that point. With the intelligence arms of Plus Time more able to ferret out those occurrences, but not as equipped to deal with the final resolutions, it was decided that a more skilled set of soldiers would be utilized for covert insertions, specialized missions when needed to avert disaster. Soldiers assigned to First Division were granted benefits in Plus Time, and accorded much respect, but conversely had to undertake missions that were much more likely to result in death. A large degree of down time was to become a usual thing, with some occasional extreme cases of stress relief, but when they did get called up on missions they were almost without exception those of increased complexity and difficulty that would require more specialized skills and experience than those of a regular soldier.
Over time, with the advance of the Time War into its true cross timeline form, and the loss of faith in the leadership of the TIA, the governing bodies and Referee Corps decided to merge the two agencies into one streamlined force, to both increase efficiency and to police the rogue elements that has begun to be discovered. This elevated Moses Forrester to the head of a much larger, and more expansive in scope, force.
